He holds a degree in Business Administration from the University of Rio de Janeiro (UERJ). He served as National Secretary of Planning, Sustainability, and Competitiveness for the Ministry of Tourism. He was the director of the International Program for the Inter-American Development Bank (IDB), which included a study on Special Areas of Tourist Interest (AEIT).
He led the tourism industry as Executive Secretary of Tourism for the São Paulo State Government. He also served as Interim President of Embratur (Brazilian Tourism Promotion Agency). He was Chief of Staff to the Embratur Presidency and Director of Destination Products for the Ministry of Tourism.
While still at the Ministry of Tourism, he served as Special Advisor to the Minister. He was Secretary of Consumer Goods Industries at the Federal Government's Secretariat for Industrial Development (SDI). For 25 years, he was a member of the staff of SEBRAE (Brazilian Micro and Small Business Support Service), leading national programs and projects.
